Steps to Applying for a Grant

Steps:

1. Request an application packet from NENA (612-724-5652).

2. Review the full Program Guidelines and the NENA Commercial Façade Design Guide and determine the improvements to be made. You have several options:

  • Consult an architect. If you hire an architect to design your project, you may qualify for an additional $1,000 reimbursement, on a matching basis. Be sure to provide the architect with a copy of the NENA Commercial Façade Design Guide. Reimbursements will only be made if the project is approved and completed.
  • Talk to the NENA Design Committee or NENA staff, who will be happy to discuss ideas with you. Call the NENA Office for the committee schedule or to set up an appointment.
  • Contact Steve Green, Construction Manager at the Housing Resource Center - Southside (612-722-7141) for guidance. Steve will assist applicants in all aspects of their project, from inception to completion.

3. Get bids. You will need two bids for each aspect of the project. If you need help selecting contractors or have questions about bids, please contact Steve Green at HRC.

4. Complete an application and prepare the required materials. Be sure to include a sketch or architectural drawing of the improvements to be made and a photo of the property as it is now. If applicable, discuss your project with the property owner(s) and have them sign the application. See the program guidelines and application for more information. If you have questions about the application, call the NENA office.

5. Submit the application to the NENA Office, 3000 East 50th Street. Applications will be processed on a first-come, first-served basis.

6. Present your project to the NENA Design Committee. See below for more information on Design Committee Review. NENA will contact you about the committee's schedule.

7. Submit Contractor Acknowledgement Forms for the contractors you have selected to HRC. If a General Contractor is used, submit a signed and notarized Sworn Construction Statement. (These forms are included in your application packet.) If you need additional forms please call HRC or NENA.

8. Complete the work in 180 days or less. If any questions or concerns arise, contact Steve Green at HRC or the NENA office. If your project is running late, contact the Housing Resource Center before the deadline about an extension.

9. Contact HRC and the NENA office when the project is completed. Submit all required documentation to HRC. HRC will do a final inspection and the NENA Design Committee will verify that improvements have been made in accordance with the approved application, after which payment will be made.


Applications

Applications must include a completed grant application form (including a written description and sketch or architectural drawing of the proposed improvements), at least two bids for every aspect of the work to be done (or a minimum of two General Contractor bids listing all individual subcontractors and costs), a Contractor Acknowledgement Form for each contractor selected, and a photograph of the improvement property. The Contractor Acknowledgement Forms may be submitted to HRC separately, after design approval.

Design Committee Review

Applicants are encouraged to meet with NENA staff or the Design Committee prior to submitting their applications for suggestions and review of improvements qualifying for the program and consistency with the NENA Commercial Façade Design Guide.

The Design Committee will provide the initial review of completed applications from qualifying business and property owners for their consistency with the NENA Commercial Facade Design Guide. Applicants will be notified of the meeting when the Design Committee will review their project. Applicants are strongly encouraged to attend the meeting to discuss their project with Committee members.

The Design Committee will review the design aspects of the project and complete a Design Review Form indicating improvements in conformance with the Design Guide, any items not in conformance with the Design Guide, and the Committee's recommendation. The Committee may approve a project, table it pending further information, recommend changes, or deny an application. Approval of a project will require an affirmative vote of the majority of members present at the meeting. Approved project applications will be forwarded to the Program Administrator for processing. Applications not approved may be resubmitted with changes for reconsideration by the Design Committee. Decisions of the Design Committee are final.
